Security Update No. 19, Kenya 27 July 2010 (French version below)
Kenya:
In light of the forthcoming referendum on 4 August 2010, the Designated Official, in consultation with the Security Management Team, has recommended the suspension of all non-essential missions to Kenya from 2 to 9 August 2010.
Current Phases in Place
Phase I: Central Kenya: South of Lodwar, Rift Valley Province, Eastern Province, Central Province, Coast Province, Nyanza Provinces, with the exception of the Mount Elgon area.
Phase III: Mount Elgon; North of the Kaptam-Chepkube road to the Ugandan Border, North-Eastern Province
North Eastern Kenya: North Eastern Province, Areas North of Loyengalani and Marsabit Town in Marsabit District, Moyale District, Eastern Province, North of Lodwar and the road running Northeast from Lodwar to Furguson's Gulf in Lake Turkana District, Rift Valley Province

En vue du référendum prévu le 4 août, l'Agent Habilité, en consultation avec l'équipe d'intervention, a recommandé la suspension de toutes les missions non essentielles au Kenya du 2 au 9 août 2010:
Phases de sécurité actuellement en vigueur dans le pays
PHASE ONE - Precautionary - This phase is designed to warn staff members that the security situation in the country or a portion of the country is such that caution should be exercised.
PHASE TWO - Restricted Movement - This phase signifies a much higher lever of alert and imposes major restrictions on the movement of all staff members and their families. During Phase Two all staff members and their families may be directed to remain at home unless otherwise instructed.
PHASE THREE - Relocation - Phase Three indicates a substantial deterioration in the security situation, which may result in the relocation of all internationally-recruited staff members and/or their spouse and eligible dependants to alternative locations within the country and/or relocation outside the country of all eligible dependants of internationally-recruited staff members, and/or non-essential internationally-recruited staff members, together with their spouse and eligible dependants.
PHASE FOUR - Emergency Operations - The Designated Official recommends to the Secretary-General, through DSS, the relocation outside the country of all remaining internationally-recruited staff members except those directly concerned with emergency or humanitarian relief or security operations or any other operation deemed essential by the Secretary-General.
PHASE FIVE - Evacuation - Declared by the Secretary-General, it indicates that the situation has deteriorated to such a point that all remaining internationally-recruited staff are required to leave the duty station, without exception.

We have security update meetibgs focused on ensuring our visitors into the country are safe and appropriate information recieved and relayed.
The reports indicate the sitution as low grade. Nothing to worry about.
When some people try to raise temperatures , its annoying because it sends the wrong signals out there and affects our delicate 2nd revenue income for the govt, Tourism.
Let the right reports be given.

I am getting reports from Burnt-forests, Molo, Eldama Ravine, Awasi, Kuria, Suba, Juja, Ruiru, Limuru, Naivasha and even Eldoret. There is no tension anywhere and it is sick for the Kenyan media to create tension to benefit NGOs and media personalities and musicians whose profits comes from the feeling that kenyans are going to be killed.
There is no tension in RV, Nairobi, Eastern, Central, Western, Coast, N. Eastern nor even in Nyanza. So let the Kenyan media and NGOs including UN bodies stop creating a psychological fear by telling Kenyans to "call family and friends, pray and hold hands and sing national anthem".
It is sick and very pathetic for the media to do this to Kenyans. Watch-out Kenyans for scavengers of peace. Watchout for Crisis NGOs whose biggest fundings comes from existent of violence. Watch-out out now because UN staff are creating fear for higher Hazard Allowance payout. Watchout for Diplomatic staff who will earn thousands of money from potraying Kenya as in a state of insecurity.
