Thats Definitely an allaergic reaction.
Please advice her to go to a hospital and have an allergen test performed on her to establishe exactly what she is allergic to.What kind of fish is it that she normally eats?Are they different types of fish?If yes to the latter then her allergy maybe to the Omega 3 (Fish Oil) component of the fish and in other cases even other proteins in the fish can elicit an allergic response.
A prick test- very important for her.Otherwise as the reactions get stronger,she could get a severe reaction that could even kill her!
