| To all of you, This message should sink to teeth of one Prof Saitoti. Your Hon. Prof Saitoti, "We Kenyans gave to our selves a new constitution". THAT is the preamble, we said clearly that we need a devolved Government, What does that mean to you? The restructuring debate that you brought single backhandedly is causing tension and anxiety among many souls of this great nation and we shall not keep quiet and let you have it your way. Any attempts to restructure the Provincial Admin. must be inclusive, consultative and conclusive and not the way you wanna do it. WE expected that the Devolved Counties will have their own structures of governance including security but with good training on security issues like it happens anywhere in the world. Your recent recommendation that home guards be armed too is far fetched, why? why would we arm over 4000 home guards? who is gonna pay them? and how much? and what is their training back ground? Why cant we accept that our population has grown and hence the need to increase the number of Police recruits to much that of population and use the monies that go to paying home guards to pay them properly? The devolved Governments are gonna be governed by people elected through competition and given popular mandate and there fore cannot accept to be supervised or coordinated by some paramount Chiefs, this will amount to sneaking back the Colonial Ideologies which we have fought so hard to eradicate. Finally, those eying Governorship and senators must object to this idea totally. We are not saying that we render other jobless but we are saying that we have so many state corporations which some of them could be useful in running. Over to you debaters. Jexxxx...... |
