The time limit for ownership given is for you not to pay duty on it - not for bringing in a wreck.Any car more than 8 yrs can only come to Kenya in the form of spares but not to run on the Kenyan roads. I think the only option for you is to sell it and buy one which is compliant with the customs regulations. Please contact any Kenyan embassy abroad before you put the car on the way to Kenya. It used to  be that any Kenyan who has been living  abroad for  a particular time can bring back with him any car he has used for at least one year or more. 1 Year used to be the minimum requirement. Today  I  do not know. If you are going back home fore good you will have no problem with your properties so long as the car meets the emission requirement in Kenya. Please contact the embassy. Forget about the new constitution since it is not yet implemented.
