Since official Harambees were outlawed and traditional booze allowed into law, chiefs and rural police have no source of income other than the measly salaries the government pays them.
I remember once in my native Ugenya the local police raided a chang'aa den and arrested all the 6 people they found there, mostly teachers and the Mama chang'aa. They were targeting me and a group of some good old boys from the village but we had just left. They missed out on the dollars from Canada. This inspired me to quit the booze.
The OCS then offered to release all of them if the daughter (25) of Mama chang'aa would spend a night with him. She agreed and all were released after each of them also parted with 500/-. The guy got free nookie plus 3,000/- !!! All in one evening from just one den. Wow!!!
With chang'aa now allowed by law, such official prostitution will also stop. Good for us.
