Your observation is interesting, but am inclined to ask this; What is your base of argument, that led you to come to that conclusion. I mean you must have compared the intelligence of the African vid, intelligent of something else. May I ask "which is this thing?" And when you talk about time, whose time is it. Or are you referring to times used in other Zones of the World; eg, GMT (Greenwich meridian time; this applies to Europe) Eastern time, Central time and Western time. All these three apply in the Continent of America, and has nothing to do with Africa.
Now, if you used these Time Zones as references to your analysis, then you have a problem in your hands, since your data and conclusion are not reliable. I want to tell you here that Africa has a "Time Zone" that is rarely used by developed world. This time is unique to Africa and as such when the Europeans, Americans and "Americas" (Central and South America)are making references about time, they often make mistakes to assume that Africa is also included in their Time Zones.
I want you to gain this knowledge today, that the special time used in Africa is known as AST (African Stretchable Time). It is a time zone unique to the African Continent. It allows Africans to stretch their arrival to crucial meetings late by 5-30 minutes. This is so because an African person is a very important person and so he does not just rush to things. He/She has to consult at length and prepare so that they can be noticeable at the meeting.
This time also allows Africans, especially their Leaders to stretch both implementation of Policies and their will to depart their elected offices. And so everything else is pegged on this time. The fact that it can stretch works well for the entire Africa. You must note that, there is little flexibility in GMT or those other times applied in the Americas. This is what makes people like you, to be confused and end up with wrong Conclusions that Africans especially the Black man, does not respect time. Well, how do you expect them to respect something that has not been ingrained in their ways of doing things?
We therefore need a balance to judge the African and particularly the black man in reference to his time, because whatever he/she does is based on the Stretchability of the time. AST works very well with most Africans. For example when an African promises to meet you in the Morning or Afternoon, then, he/she will still be within the limits of morning when they arrive at 11:30 am. Equally the same they will still be within confines of the afternoon when they drop in at 4:00pm instead of 1:00pm Do you see what am saying. AST accommodates all these adjustments.
