There would be very few reasons for one community especially with PNU controlling resources to "undercount" some groups. They know that resources would be given as per the pop. size. The only group missing are those in the diaspora. Kisiis, Kikuyus and Luos have a sizeable group in the diaspora and this may change the dynamics if it is true there are over 1 million souls abroad.
