I only imagine that without proper controls this scheme can be abused. There are many other schemes which need evaluation to determine if they have achieved their intended objectives e.g. Youth Fund, Women Fund, CDF etc.

The program is called Social Protection Cash Transfer for Vulnerable Older Persons. The program is on a pilot scheme in around 40 Districts nationwide. The beneficiaries MUST be needy,vulnerable, senior citizens above 65 who in normal circumstances can not live in dignity due to lack of basic needs. They are recruited at the grassroots and vetted by citizens at locational levels and then enrolled onto the program. They get paid a monthly allowance of KSHS 1500.
Hope this gives you a general picture of the initiative.
I forecast that with the new Constitution in place the move should be towards full implementation under the bill of rights.

What does one need to start getting the payment for the elderly from the Government? I think now all elderly people are getting this money which I heard from radio is now about Kshs 500 million for the current financial year.
