City Hall Bond Offer What we need to ask

Hi people
I was impressed with presentation that was done by city officials including Mr Philip Kisia during public awareness on their intended oproject to issue their first ever City Bond which could also be called Municipal bond in developed countries

As much as the City Hall is working hard to market their  offer or make it look seductive to would be investors
There are salient issue that will have to be addressed before I advice on buying the offer.
1-Issue of good governance is worrying-Upto know we dont know who stole Mayors gold chain.
2-The burn of some part of city hall investigations are still ongoing when will be concluded no one knows
3-Persistent wrangles at City hall is a factor to consider
4-The debt of Ksh 20B which must be cleaned before the purported offer of Ksh 100B is issued.
5-The unsteady management of Nairobi water Company

Otherwise I will suggest the cash proceeds from the bond could be used for short term and long terms projects

I will suggest city hall work on how they can start a transport systems in Nairobi and its environ that have a time schedule ,and can operate on  24 hrs

Establish a lake in Nairobi ,Nairobi river has enough potential to create a small lake where Nairobians can swim etc ,which will also attract both local and international tourist.
This is evidenced in Cairo Egypt

Tapping into Nairobi River,with a proper design part of Nairobi River could be used to build a water treatment plant,that will treat,clean and re-use the Nairobi river water.This will go along way in helping reduce water stress in Nairobi and its environs.
We now this water is never used during night hours so can we have a way to partially tap into this to provide water for designated places where car wash biz could be established like at Ngara places etc.

Fires-With harvested water we can replenish water hydrants frequently without getting ashamed when a fire outbreak we rush left right looking for water.

Education systems in Nairobi City Council
Most of NCC schools are run down and hence quality have gone down

Railway systems-establish metro trains that will help our economy to grow and reduce also congestion too
