Thanks for ably stepping for oto. Thanks for sharing this devolved chapter that has also proved controversial in some districts particularly in Meru, Ukambani etc.
 
Yes even the bishops are shifting to YES. See nation page 27.

Subject: Draft KATIBA-Chapter 11 and 12.

Being that General Oto is in the mashinanis where there is no internet doing Civic Education, I take this opportunity on his behalf and at his request to post Chapters 11 and 12 of the draft KATIBA.
 
Chapter 11:Devolved Government
 
Recognizes diversity, gives power of self governance,enhances participation and decision making at grassroots besides allowing communities to manage their affairs as best suits their needs and particular circumstances. It promotes equitable sharing of national resources such that no community will ever be maginalized that makes The Presidency a do or die affair during elections.
 
Ensures services are brought closer to the people through county governments and ensures not more than 2/3 of members of the county govt. will be comprised of one gender; women, isn't this course to vote for KATIBA?
 
Chapter 12. Public Finance

 

Encourages openness, accountability and participation in Financial Management such as The budget making process. Ensures the burden of taxation shall be shared by all meaning MPs will never avoid taxes!!!

 

Equitable expenditure will ensure equitable development of the country without any region being left behind or marginalized. This is reason for every marginalized community or groups to vote YES.

 

National Revenue will be shared equitably with all county governments and an Equalization Fund will be established to ensure the government has resources to mitigate and intervene to cushion underdevelopment of some regions by providing basic neccessities such as water, health,roads, etc. It means, with the 1/2% of National revenue every year, we can begin saving to develop areas such as Mandera, Turkana,Pokot, Garissa and all marginalized areas and ensure they get the kind of services enjoyed by others all over the country.

 

Matters of management of national and county funds, borrowing, procurement of public goods and services at any government level are all captured herein, procurement which has been the epitome of corruption, must now be open, competetive and transparent. It is in the constitution.

Subject: Chapter 9 and 10


Chapter 9 deals with The Executive and for the first time, a clear time table has been put in place for the election of the President.

This will be on the 2nd Tuesday of August;
Election of the President
136. (2) An election of the President shall be held–––
(a) on the same day as a general election of Members of Parliament,
being the second Tuesday in August, in every fifth year; or

It also gives room for appeal and sets the timing for swearing in in public and in broad day light.

Chapter 10 deals with the Judiciary and we all no that as it is currently constituted, the Judiciary is an appendage of the Executive, to be precise, the President.

These are positive developments that will make many of us troop to the booths on 4th August to vote YES. What do you say?
