The matter should have been reported to her Insurance immediately and necessary documents provided. It's not too late to contact her Insurance and should do so with speed because we have Ambulance chasers out there and your sister will never have peace. Insurance will ask your sister to pay policy excess if applicable (which may be below the amount being demanded by the claimant). I hope she retained the Hospital documents (original bills/invoices and receipt). Should you decide to settle the matter directly with her, do so before Police Officer at the Police station the matter was reported so that your sister is discharged of any future arising claim(s).
